Warren County County Commissioners
The office of County Commissioner was created by the 1804 Ohio General Assemble to be an elected position consisting of three people. Early duties consisted of keeping a record of their proceedings (commissioner journals), assessing taxes, appointing the county treasurer, supervising building constructions and later construction of local highways as authorized by the general assembly. By 1816 their duties expanded to authorize and appoint a board of directors and superintendent to manage the poor house. In 1866 their duties expanded again and they were established and operated a children’s home for neglected or dependent children. Some of their other duties included administering aid for the elderly, providing support for the county’s indigent, poor to appoint a county dog warden, and the administration and enforcement of the building regulation department. They have power to administer zoning laws for unincorporated areas of the county and direct the rural zoning commission and board of zoning appeals. Currently this administrative board oversees all county property, road construction, boundary changes, bond issues, and supervises all other county offices. They serve for four year terms beginning in January following the year of election.
Some of the records kept by the County Commissioners include: Annual inventory of County property (this is kept only 1 year after audit); Annual Settlement of Free Turnpike Road; Auditors Certificates; Blind Relief Applications; Blind Relief Records; Board of Aid for Aged Minutes; Boards, Commissioners & Agency Records; Budget Records; Commissioners Journals (includes info on County Home & Welfare); Commissioners Resolutions; County Department Records; Dog Warden Weekly Reports; Grant Records; Highway Improvement Records; Index to Commissioner Journals; Indigent Soldier Burial Records; Official Reports.

Commissioner Seat 2 Notes:
1. Frank D. Miller resigned as Commissioner (his term expired Sept 1) and was appointed to fill in the post of the deceased treasurer, Byron C. Miller who died 25 June 1913.
2. Albert C. Baker appointed 6 July 1913 by County Commissioners to fill vacancy left by the resignation of Frank D. Miller who was appointed County Treasurer.
3. Edward B. Rogers died 24 October 1918.
